POSITION DESCRIPTION:
1. JOB PURPOSE
Under the direction of the Director of IT and Software Development the Computer Programmer assists the development and testing of various web-based software applications as well as the design and implementation of various static webpages.
This position will be responsible for designing, coding, testing, debugging and documenting those programs from detail specification based on client demand. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project.
2. JOB FUNCTIONS
DEVELOPMENTUse case development: develops use cases for both existing and proposed systems to document as-is and to-be system usage.
Develops data conversion process and procedures in compliance with department controls.
Develops implementation communication and production change plans to ensure smooth product delivery.
Analyzes routine to moderately complex problems users have with systems and proposes solutions.
use in a LAMP environment
Applicant must be proficient in the following areas of development:
a. Object Oriented PHP
b. HTML/DHTML
c. CSS
d. Javascript/JQuery/AJAX
e. git
f. Linux administration
Architect, develop and implement supporting database systems using MySQL (E/50%)
STANDARDSMonitors and reviews supported applications to keep abreast of releases and upgrades to ensure the production version of the supported system meets the departments policies, procedures and controls.
Provides guidance and constructive feedback to the Application omain.
Follows consistent business and work practices as established by the Director Systems Analyst staff so they attain the technical and customer service skills along with experience necessary to perform independently and further develop knowledge and skill in their domain.
Follows practices to ensure website(s) comply with Section 508 guidelines (government requirement for any organization receiving government funding to follow accessibility standards. (E/15%)
SUPERVISION & MENTORINGSupervises Staff in the analysis, testing, design and implementation of computer systems.
Conducts peer reviews of Application System Analyst and Computer Programmers to ensure quality and completeness.
Provides guidance and constructive feedback to system staff so they attain the technical and customer service skills along with experience necessary to perform independently and further develop knowledge and skills in their domain. (E/15%)
DESIGNFulfills development, design, testing, and release and user experience roles on projects managed by the Project Management staff.
Coordinates systems development with external developers.
Design and Implement webpages for various internal and external partnerships
Applicant must be able to convert flat design files into valid HTML/CSS layouts following accepted industry standards (E/15%)
OTHER DUTIESAll other duties as assigned.
Travels throughout the state as needed (E/5%)
QUALIFICATIONS:
MINIMUM REQUIREMENTS:
A bachelor's degree in computer science or related area and experience in computer system development and modification. Related experience may be substituted for the bachelor's degree on a year-for-year basis.
PAY & WORK SCHEDULE:
Standard Hrs: 37.5; Band: 07 ($ 47,092.00 - $ 87,125.00)
BENEFITS INFORMATION:
Employees who are in time limited positions will earn one and one-quarter days of Annual and Sick Leave per month for a total of thirty (30) days per year. Eligible part-timers will earn days on a pro rata basis.
