Development of Application to valuate Businesses + Way to pay on site (Columbia) - Outsource.com in Columbia, South Carolina For Sale

Hello,
I'm a Belgian student with a passion for Finance and Financial Markets.
Since a couple of weeks, I own valuateyourbusiness.com and my goal is to develop this website into an online valuating platform consisting out of three parts:
One part where I will provide valuations made by myself (to attract new customers)
Another one where people can valuate their business/start-up (for example, first time for free, then pay)
And last a part where investors can discuss on a forum and/or give me feedback by mail.
I would thus need someone who could develop the application/tool to valuate businesses (I know how it should look like and I also now all the inputs, it just needs to be designed) and implement a way to pay online + implement a forum/email
Because my budget is limited, payment could be linked to future revenues (or a combination of immediate payment and future revenues)
